Help with housing costs
This chapter introduces a new table showing a wider measure of help with housing costs for households in all tenures over the years from 1990/91
onwards. Although it includes renovation grants, and the economic cost of right to buy discounts, it still shows the sharp decline in assistance
for home owner households over the twelve years to 2002/03.
