Housing expenditure plans
This chapter sets out the 2004 Spending review provisions for housing expenditure in England, and discusses the different impact of the new
prudential borrowing regime for council housing investment in England, Scotland and Wales. The EU ruling on the public sector status of housing
associations under EU procurement rules also raises difficult questions about their status in UK national accounts.
